Smaller markets have fewer buyers. A house in Roanoke Rapids is cheap to buy and will take longer to sell than one in Charlotte. If there is any chance you leave before the commitment ends, that matters, and it compounds with the service obligation.

Greenville at $244,755 and up +1.4% is the region's academic centre and sits in the middle of this table on both price and growth. For a physician who wants a larger town without Triangle prices or Triangle declines, it is the obvious compromise.
Whether incentive money reaches a specific Greenville-area site is a question for ORH, since eligibility runs by facility and by county tier rather than by city.
