How the figures were verified
The excise tax: read directly from N.C.G.S. §105-228.30 and the Article 8E exemptions on the legislature's own site. The rate, the transferor's obligation and the eight exemptions are quoted from the statute rather than paraphrased from a summary.
The incentive programmes: read from the Office of Rural Health's own page, including the award amounts, the taxable and non-taxable distinction, the physician-ownership criterion, the specialty list, and the dated language about which provisions are temporary.
Loan limits: all 100 counties checked programmatically against the FHFA's 2026 county limit file. Every one at $832,750.
Market data: Zillow Research's public metro series for the month ending 31 August 2026, pulled 2026-10-06. Thirty-seven North Carolina metros, ten of which fell.
★ Why citations were tested before writing
A citation an AI crawler cannot read is not much of a citation. So every source was fetched under both GPTBot and ClaudeBot before it was used.
North Carolina passed cleanly, which is worth noting because it is not the norm. The legislature's statute pages, the Department of Health and Human Services, and the Housing Finance Agency all answer automated requests normally. On a site we built the same week, the Ohio Department of Health returned an error to every automated tool while loading fine in a browser, which forced that site's citations onto the Ohio Revised Code instead.
Two North Carolina sources did not pass and are therefore not linked: the federal NHSC site refuses the crawlers, so NHSC appears in prose without a hyperlink, and a state health-workforce data site was unreachable at every user agent we tried.
★ What we refused to publish
- Any coastal local land transfer tax rate. Some North Carolina counties are commonly reported to levy one. We verified none from a primary source, so we publish none and route you to the county register of deeds.
- A year threshold for "lease for a term of years." The statute exempts the category and states no number.
- A Tier 1 / Tier 2 county list. County Distress Rankings are set by the State and change annually. A page printing last year's tiers would be worse than no page.
- Any application deadline. None was stated on the ORH page we verified. NHSC cycles are published by HRSA.
- An average award. ORH publishes maximums. "Up to" means up to.
- Whether a dentist can use PCPI. ORH frames PCPI around primary care physicians and does not say either way for dentists. We ask you to ask them.
- A final-year trainee route for the state programmes. Ohio's statute has one; the North Carolina page we read does not state one, so we do not claim one.
- Any resident or graduate-medical-education count. The AAMC's data reports refuse the crawlers and the state workforce data site was unreachable.
And a ninth, on scope: the J-1 visa waiver material appears on this site only as a dated factual pointer — that ORH is the designated interested government agency under Section 220 of Public Law 103-416, that the Conrad 30 federal fiscal year 2026-2027 window runs from 1 October 2026, and that applications must come from the hiring entity rather than the applicant. We give no visa advice, because we are lenders. It is here because a J-1 physician is making a location commitment that interacts with a mortgage.
What else we will not do
- Quote rates or payment amounts. Both are shown on your own file.
- Advise on who pays the excise tax. The statute charges the transferor; allocation between the parties is a contract matter for your agent and closing agent.
- Give a tax conclusion. ORH's "non-taxable" and "taxable" are ORH's own characterisations, quoted as such, with the reader routed to a tax professional.
- Advise on licensure, visas or employment contracts. We will tell you what a contract supports on the mortgage side and flag the PCPI ownership point; the rest is not ours.
- Assume you want the physician loan. If you have no student debt, its main advantage does not apply to you and we will say so and price conventional.
- Describe the programme as agency financing. It is a lender portfolio guideline set.
